Telegram Bot Performance Improvements

Our Telegram bot and it’s responses are kind of slow and sluggish at the moment due to the vast amount of calculations and response building workflows running under-the-hood. Introduce caching, tunneling, perisisant connection to Telegram Cloud API servers to make the responses blazing fast.

Same optimizations should be applied to the customer bots for their convenience as well.
